Every five (5) years an entitlement grantee, such as the City of Menifee, participating in the CDBG program must develop and submit a Consolidated Plan. The Consolidated Plan is prepared by the grantee in accordance with 24 CFR Part 91, and describes needs, resources, priorities and proposed activities to be undertaken with respect to HUD’s CPD formula programs, including CDBG. An approved Consolidated Plan is one which has been approved by HUD. The City of Menifee's inaugural Consolidated Plan (2012-2017) was prepared, submitted and approved in 2012. The plan covered Program Years 2012-2013 through 2016-2017. The City must prepare and submit its second Consolidated Plan in 2017. This plan will cover the 2017-2022 (or Program Years 2017-2018 through 2021-2022) period.
