2021-2029 Housing Element Update
The Housing Element is a State-mandated policy document within the City of Menifee General Plan. It provides direction for the implementation of various programs and policies to meet existing and projected future housing needs for all income levels within the Menifee community. The Housing Element includes policies, programs, and actions to accommodate growth, identify opportunities for the development of housing, preserve existing housing stock, and assist the existing population.
The City’s current Housing Element (5th Cycle) was adopted by the City Council in February 2014 and was certified by the State Department of Housing and Community Development (HCD) in March 2014. The adopted Housing Element covers the planning period from October 2013, through October 2021. The City is currently implementing the respective actions and programs for the current planning cycle. The next housing cycle (6th Cycle) will cover the planning period from October 2021 to 2029.
The City’s Housing Element is being updated to comply with State law and ensure the City’s policies and programs can accommodate estimated housing growth need identified in the Southern California Association of Government’s (SCAG) Regional Housing Needs Assessment (RHNA) allocation for the 2021-2029 planning period. The 6th Cycle Housing Element and associated environmental document(s) will be reviewed for compliance with state law by the California State Department of Housing and Community Development (HCD) and must be adopted by the City Council no later than October 15, 2021.
The 6th cycle update includes the following steps:
- Assessment of City-wide Housing Needs and Opportunities;
- Public Outreach;
- Drafting of Goals, Policies, and Programs;
- Preparation of CEQA - Environmental Review Documents as applicable;
- Preparation of the Sixth Cycle Housing Element;
- Coordination with HCD to Obtain State Certification; and
- Adoption of the Sixth Cycle Housing Element by the Menifee City Council
The identified seven steps and local adoption process will take place from July 2020 to August 2021, and include a multitude of public outreach efforts, such as community workshops, the development of a community-wide survey tool(s), and public hearings (Planning Commission and City Council) to help shape future policy decisions.
